Ensure DEBs are in ncpa/artifacts
Run update-ncpa.sh with proper arguments

Adding a new repo
----
Copy deb/<name> to deb/<newdistro>

Make sure the new distro name is in distro-names

Make sure you update update-deb.sh to add the distro name to the list if it
needs the InRelease built. Copy latest ubuntu/debian (jammy or bullseye).

NCPA 3 currently supports:

Debian 10   buster
Debian 11   bullseye
Debian 12   bookworm

Ubuntu 18   bionic
Ubuntu 20   focal
Ubuntu 22   jammy
Ubuntu 24   noble
